I figured out a workaround from this post https://forum.unity.com/threads/packages-lock-json.912602/ which is to simply not include the packages-lock.json file in the checkin changes. I dont know if this might have consequences later on but it has worked for now.
A quick note, I have tried deleting the file that Plastic SCM specified was the issue but unity just generates another file in its place, which seems to be identical.

I am a semi new user of Plastic and havent had any real issues up until now.
When I attempt to "check in changes" I get this error stating that the file package-lock.json is not in sync. However I have not edited the file or moved it to my recollection.
I have also attempted to find already existing solutions to this problem however all I found was this post:
I dont know how to undo changes or update or if it would do anything for me since I just check in changes from Unity. I have a decent amount of work waiting to be pushed so I would hope to not have to go back to the previous iteration.
I would appreciate any help on this subject
