libicu dependency issue installing on Debian 11

Hello,

I am trying to install PlasticSCM 10 (plasticscm-client-complete) via apt on Debian 11 Bullseye according to the official instructions. I am getting errors related to not being able to install libicu dependencies. The command I used was sudo apt-get install plasticscm-client-complete and the output was:

Building dependency tree...
Reading state information...
Some packages could not be installed. This may mean that you have
requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
or been moved out of Incoming.

 plasticscm-client-core : Depends: libicu52 but it is not installable or

 plasticscm-client-gtk : Depends: libicu52 but it is not installable or
                                  libicu55 but it is not installable or
                                  libicu57 but it is not installable or
                                  libicu60 but it is not installable or
                                  libicu63 but it is not installable or
                                  libicu66 but it is not installable
                         Depends: plasticscm-gnome-sharp-mono4 (>= 2.24.0) but it is not going to be installed

I have been looking online for a solution and I've seen suggestions to manually install the above or install .NET Core first but I wanted to ask what would be the recommended way to proceed.
