We are evaluating PlasticSCM against Perforce and expect to use individual repositories for 50-100 projects per year. I don't really want to have to manually update lock.conf every time we create a new repository. We are 100% focused on binary files (eg 3DS max) and locking is a core part of our workflow. Interrupting a user that might be currently updating a repository hence the need to set this behaviour by default so we don't need to edit a text file and restart each time we create a new repository. I agree with you it's uncomfortable and it shouldn't be difficult to add this feature. The same goes for restarting the Plastic SCM server with each modification.
