Okay, this problem happened again. I checked documentation about check rules, looks like I don't need specific rules for our project, we use Unreal 5 plugin and do not do anything extraordinary. I have to say that

Just doesn't work for some cases. RN again my developer have checked out file but after that I checked that out by my self and pushed it.

Why am I able to do that and why I can't see another users checked out files in Plastic window and inside Unreal 5?

This setting is wrong inside the file:
<WorkspaceServer>*@cloud</WorkspaceServer>
Change to
<WorkspaceServer>Organization@cloud</WorkspaceServer>

Oh, thank you for detailed answer and mention about new plugin version. We have find out that it was problem with directory, path to project was different to other team installations (too big) and after reinstall it works fine.
