Adding a "financial admin" to Cloud Edition

Hi,

   We are a small team of five that have just been evaluating the Cloud Edition. We now wish to purchase a subscription (as there are more than three of us and we expect to soon exceed the 5GB limit). My questions are:

1. Am I right in assuming we can NOT purchase an annual subscription with the Cloud Edition, but rather have to pay monthly dur to the 'dynamc' nature of the billing (it can fluctuate depending on number of active users and stotage usage)?
2. Can I add a "financial administrator" user to the out Clould organisation, add them to a group which has no access to any repos, so that they can enter the required credit card details and look after subscription payment?
