Upgrading from CVS the 4.0 way

I am evaluating this for possible implementation so forgive my possible ignorance of the system. In previous versions of Plastic there was a importing tool that could be used to connect to CVS and do an import. That has been scrapped in 4.0 for support of the "fast-import" methodology. Now I'm left wondering what is the best way for me to get my CVS repository into 4.0.

Option1: I could install 3.0, import my repo into 3.0 and then do a fast-export, fast-import.

Option2: Somehow get my CVS repository into fast-export format.

Now it says on the Plastic blog

Since almost anything out there is able to be exported to “fast-import” format… it also means you can easily move to Plastic SCM from CVS, SVN, Git, Mercurial, ClearCase, Perforce… anything!

I don't see anything out there that will translate CVS to a fast-export format. The best I can come up with is the cvs2git importer. I am not even certain that I can get that to work on Windows, but even if I do it says it doesn't support CVSNT.

Am I missing something on the CVS export? Should I just import to 3.0 and then move it to 4.0?
