ignore.conf puzzling behavior

My team has an ignore.conf file that we've been using for some time. A couple of weeks ago, it suddenly started failing to ignore .vs folders. It appears that this was caused by the addition of the lines:

!**/Packages/build

!**/packages/build

This looks to me like it creates an exception for folders called /packages/build, but the folders in question are not in a /packages/build folder, nor do they contain a /packages/build folder. What is going on?

Could you attach your "ignore.conf" and also let us know the full path of your ".vs" folder so we can try to reproduce the issue and debug why the ignore rules are not applied to this path?
