C:\Users\xxx\AppData\Local\plastic4\client.conf I've seen it in the past when there was some hardware issue (eg: out of disk). Can you go to your local configuration folder "C:\Users\youruser\AppData\Local\plastic4", rename or delete it, and try to run the application again? Regards,Carlos.
